Client Background

Belle Isle Tenant Management Organisation (BITMO) is a tenant-led organisation in Leeds that manages nearly 2,000 council homes on behalf of Leeds City Council. It works closely with residents to deliver housing services, improve communities, and ensure safe, well-maintained homes. 

Project Overview

Following our successful delivery of Type 3 Fire Risk Assessments (FRAs) for Belle Isle TMO in 2022, Firntec were reappointed in 2025 as their trusted supplier for the renewal cycle. The project involved completing Type 3 FRAs for all social housing properties within their portfolio, ensuring compliance before expiry dates. Operating in a live environment, works were carried out in occupied homes, with careful planning to minimise disruption. 

Firntec utilised RiskBase for efficient and transparent reporting, NetSuite for streamlined invoicing, and Picktime to allow residents to choose convenient survey slots. This approach improved accessibility and reduced missed appointments, while maintaining clear communication between our Tenant Liaison Team, Belle Isle TMO, and residents. 

Challenges & Solutions

Access to properties proved challenging, with multiple letters and calls often required. To overcome this, our Resident Liaison Team adapted schedules, offered flexible appointments, and worked directly with on-site contacts to coordinate access. Tight deadlines meant creating a tailored programme to ensure every FRA was completed before the renewal date, avoiding any compliance gaps. Our strong relationship with Belle Isle TMO also led to additional quoting opportunities for commercial FRAs and fire door surveys.

Added Value

By using the same surveyor as in 2022, we provided familiarity for residents and continuity for the client. This, combined with the use of local labour and existing system integration, allowed for a smooth delivery process. We met all KPIs, delivered on time, and maintained 100% compliance across the portfolio. Our innovative use of RiskBase and Picktime improved both efficiency and resident satisfaction. Residents now benefit from enhanced safety and fully compliant homes. Engagement was strengthened through proactive communication and the use of familiar faces on-site. The project reinforced our role as a reliable, go-to compliance partner, with a high likelihood of future reappointments.

Results

The project achieved 100% on-time completion with zero instances of non-compliance. All surveys were delivered within the agreed programme, ensuring uninterrupted legal compliance for the client’s housing stock. Resident satisfaction was improved through flexible booking, and operational efficiency increased through system integration. The successful delivery also opened opportunities for additional work, including commercial FRAs and fire door surveys.

Lessons Learnt

The project further strengthened our positive relationship with Belle Isle TMO and highlighted the value of repeat business, familiarity, and proactive scheduling in delivering compliance work at scale.
